What is the best way to upload a photo ID (driver's license photo) from computer to secure website?

The typical way to do this would be to use a scanner to capture the photo and save it as a JPG file on your computer. The website would typically be configured to require a log-in procedure to confirm your identity and then provide a download link or button on the site. Clicking the link or button would open a dialog box that allows you to navigate to the file location on your computer to complete the download. Otherwise, the website would need to provide instructions on how to upload your file.

EDIT: If you do not have a scanner, you may be able to use a digital camera or camera on a smart phone or tablet computer. You would probably need to use photo editing software to crop and possibly scale the photo on your computer.
