big problems

    IE6 is not acting right. cannot go anywhere or load anything in windows either. cannot delete ie6 or rebuild... cannot download again from site as it says I have a newer version and will not over ride it....     this is just a stab, but try flushing out your DNS cache.

    Go "Start>Run" and type the following (without quotes):
    "ipconfig /flushdns"

    can you ping from command prompt? go to start>run>cmd>enter. at the cursor type cd\ then hit enter key. try pinging yahoo.com by name-if that doesn't work you can try the ipcinfig /flushdns. if that doesn't work, type in netsh then hit enter. at the netsh prompt type in dump then hit enter. that rebuilds your tcp/ip. after that is done type in exit and try pinging again.
