If you have the manual for the computer, see if the POST (Power On Self Tests) beeps are listed. Then just look for the pattern you hear.

If you don't have the manual, find the motherboard manufacturer and go to their website. Perhaps the support there will either list the diagnosing of the beep pattern, or else the manual may be downloadable, for you to then diagnose.

All manufacturers do not necessarily duplicate the beep patterns. Sometimes the beep pattern could differ from one computer to the next, from the same manufacturer.

Three beeps indicates memory problems with an AMI BIOS.

Since your friend just got the computer "back from the police" (Yikes!) I would not rule out that something may now be missing from the inside of the PC. You really ought to open the case and see if all appears to be back and properly connected.

Why did the police have his machine?

BTW, please refrain from the bad language here, perhaps a visit to the TSG Rules is in order.
