    Can I create a bracelet that will be bluetooth that will communicate with another bracelet
    that when they come close enough to each other will light up a light on the bracelet

    Hi, and welcome to TSG.

    Yes, if you have the knowledge and skills needed to design and build them yourself or have the money to pay someone to do it for you. Here is a link to a little fancier version of what you are describing to show it is possible. It uses four LEDs that can be programmed to light up in specific patterns under different conditions.
