If you have the Windows setup disk, insert it and after the first screen choose Repair. If you don't have one, go download MS Media Creation Tool and run it to generate a setup DVD or USB memory stick.

You have to use an admin account to do System Restore, if you didn't sign in using it, then Windows won't do it for you because you aren't unauthorized to perform system maintenance.

There are many many different errors that cause blue screens. There is usually an error code on the screen. But, if you cannot get back into Windows, then you can't do anything to correct it. So there is no way to pursue that blue screen problem any further.

Go to another computer or ask a friend to download and run MS Media Creation Tool to generate a Windows setup media. It has a repair feature which can correct some startup problems.
