"boot disk failure, insert system disk"

First things first, the boot path is set correctly in BIOS and this is a brand new hard drive.

Bit of background: Had 2 HD's, one had 2000, one had XP (was planning on just using XP but that would freeze up when watching movies or playing games so installed 2000 again) the 2000 HD startup files or something got completely messed up but since I could still use XP and was able to recover all the files from the 2000 HD I decided to just format. Formatted and went to reinstall 2000 and got the "boot disk failure, insert system disk" message. After digging on the net it seemed that the only possibility was that the HD was dead, especially since XP still booted up fine on the same comp, same cable etc (so it would have to be the HD) so I bought a new HD, unplugged the old HD with XP and 2000 and still...."boot disk failure, insert system disk".

Please tell me I didn't just waste $85....

Oh and I have the 2000 install CD in there and hitting enter just brings the message back.
