Boot up problems

Hi
I am having a problem with my desktop,
I am running Window Vista
Cpu AMD 4600 Athalon X2
MB is Gigabyte ga-m55sli-s4
vid card is GeFORCE 8800 GTS
1GB DDR2 ram
all these components are no more than 4 months old

all was fine until today cpu turns on redlight (power) and Green Light (hdd) stays lit but nothing comes on screen not even bios, the PSU is only 420 W, my question is
Is it safe to assume that i need a new PSU with more wattage, i know when i bought vid card the guy said i may need to upgrade

Im just hopin that some could reaffirm what my thoguhts are before i go out and buy somethign i dont need

I'd try opening the case and making sure all connections are tight and reseat the vid card and memory.
