booting with no screen

I want to use my old PC to store some files like a backup it's connected in a closet to a router with 2 other PC, I've loaded Windows 98 SE on my C drive and it's booting correctly but when I'm trying to boot without a screen connected to the PC it want boot. Does Windows absolutely need a screen connected to be able to boot ? If not what can I change.

Hi

No - you should not need monitor connected to boot as normal.

Are you sure its not booting ? Personally I would try a boot without monitor & after a couple of minutes (enough time for complete boot into windows) plug in monitor to check ( you are not supposed to hotswap a monitor connection, but I've never had any problems doing so)
