Bootup Problem

When I try to bootup I get a steady, slow-cadence beat and the following message:

"Invalid Boot Diskette
Insert BOOT Diskette in A:"

I assumed it was the hard drive and changed it, to no avail. What else could it be?

I am running 98 SE on a Dell 4100.

Make sure no floppy in floppy drive
Check that BIOS recognizes hard drive and is set to boot from it
