I bought a new ssd for my laptop since my old hard drive died.

There is no os on it.

If I can get an oem windows 7 cd, can I use the window 7 oa key on the bottom of my laptop to activate windows 7?

If not, what are my options?

Yes it can be done as long as you have an OEM CD that matches the version of the sticker.

You should be able to contact the OEM and get the W7 recovery DVDs.
And Welcome to the TSG Forum

In Hindsight .. You should have made your own recoveries before the HDD crashed ..
Also Made an Image Backup ... Or bought a HP :D (HP's recoveries are about $25)

If you can find the same version of W7 .. You can install it with the Product Code on the case.
But you'll loose some of the OEM apps originally supplied.

The only difference between an OEM version and a full version is the product code
