Brand New Pc with major issues with the gpu

    Hey! just got all the parts i needed to build my pc delivered and built it today, the pc runs and will play games but with msi afterburner on the gpu clock can and will go anywhere from 6 mhz to full boost of 1700mhz and at the same time the usage will be generally random as well as the voltage, it performs better than my gtx 960 but only slightly, i have a gigabyte b450m DS3H motherboard with a ryzen 2600x and an rx 5700 with a 650 watt gold psu. 16gb of 3000mhz corsair vengence ram. for example when playing deus ex mankind divided on ultra setting (720p) i average about 40fps, cleary something is wrong here. would appreciate any and all answers as i have no clue what i need to do to fix it. thanks!

    Go to Control Panel > Device Manager . Find display adapter, right click and Update. See if there is a newer driver .
