You will have a more stable system if you do a clean install . . If you need to salvage data, sometimes you can do a Repair Install, but it will not result in as desirable a system as a clean install ( IMO )
I've done repair installs like this on several computers when changing motherboards and not had any problems. Just needed to get any security updates again.
yes.... you can build a new computer and hook da old hard drive up to it
