You do not take apart a cpu [well you probably can however you would never get it back together]
I assume you mean you have taken apart your computer. Start by listing ALL of your exact system specs; ie exact motherboard, exact pw supply, exact video card, etc, etc. Do not post '500W pw supply" Post the exact brand and model# Do that for ALL of your parts. If this is by chance a big box system ie dell, hp, whatever, post the exact brand, model# and service tag#
Is this a new build OR is this a system that was previously working?
Since you are not seeing the splash screen and or POST data, this problem has nothing to do with windows. I am moving this tread to the hardware forum.
Well, if you do not answer the questions, you make it just about impossible to help you. No one has any idea what quality of hardware you are running AND most recommendations would come from knowing the quality of the motherboard AND being able to consult the motherboard manual; quality of the pw supply, etc, etc. Up to you; provide the information requested or not.
I guess you do not want help since you will not answer the questions. Do you have any idea how many different processors have been mfg by AMD and the fact that different motherboards/bios show different problem codes.
Your question is analogous to saying my car will not start; what is the problem?
Again IF you want help, post exact specs of this system.
