Can I set a firewall setting to a specific account?

I'm trying to run a setting to block any site except a few that I decide is ok to use, however I don't know if that can be accomplished in just the target account, or would it effect all accounts. I'm creating an account for a child, and to me this would be the less hustle and more secure way to prevent the child from getting to any unwanted site.

I know how to block them all, just need to know if can be done to just one account, if so how to proceed.

Using Windows 7.

firewalls work across all accounts and can't be set to individual accounts
what you need is some sort of parental control system that can be set to only work on specific accounts
something like Net Nanny
