Can not create homegroup

This is a bit of an old laptop. I got a new one, and wanted to transfer the files to the new laptop, but am unable to link the two, since I can not create a homegroup in this old laptop. The message is "windows can not set up a homegroup on this computer". I understand that that winver 18.xx would eliminate the homegroup, but I am
currently on version 17.09. I also understand that there would be ways to communicate multiple computers in the next update of Windows 10, but I can not find how. Grateful if you could please give me some help.
