The HP has an AMD processor
    The AMD A10-8700P
    It is 1.8 GHz
    That is slow
It can be OC to 3.2GHz but overclocking will invariably result in heat and possible damage
    http://processors.specout.com/l/1841/AMD-A10-8700P

The APU has the integrated R6 graphics
    http://www.notebookcheck.net/AMD-Radeon-R6-Carrizo-Benchmarks.144290.0.html

    Will it runs Sims 4
    Yes
Will it run as you would wish - efficiently and with best quality fps NO
    http://help.ea.com/uk/article/the-sims-4-system-requirements/

The laptop does not meet the recommended spec

The bestbuy one has better processor
    http://ark.intel.com/products/88193/Intel-Core-i5-6200U-Processor-3M-Cache-up-to-2_80-GHz
    2.3Ghz rather than 1.8
The integrated graphics are perhaps not as good as the AMD
    http://www.notebookcheck.net/AMD-Radeon-R6-Kaveri.117382.0.html

will it run Sims 4 - probably better than the first HP
    Will it perform well NO

The last choice is the best of the three
    Intel Core i7-6700HQ Processor 2.6GHz
    • Microsoft Windows 10 64-bit
    • 8GB DDR4 On Board RAM
    • 1TB 5,400RPM Hard Drive
    • NVIDIA GeForce GTX 950M 2GB GDDR5
    • 8x Super Multi with Double Layer Drive
    • Secure Digital Card Reader
    • 10/100/1000 Network
    • 802.11ac Wireless
    • Bluetooth 4.0
    • 15.6" HD LED-backlit Anti Glare Display

A 2.6GHz processor as shown above
    http://ark.intel.com/products/88967...Processor-6M-Cache-up-to-3_50-GHz?q=i7 6700hq
    http://www.notebookcheck.net/Intel-Core-i7-6700HQ-Notebook-Processor.149420.0.html

and an actual graphics chip rather than only having the processor integrated graphics
    http://www.geforce.com/hardware/notebook-gpus/geforce-gtx-950m

will it run Sims 4 - better than the others

i found these this morning, but not sure about them.. then do seem to fit the requirements for sims 3/ sims 4 better. and can do other things on them as well. like surf the net, work on my blog, do my sites to earn points for gift cards on them.

it would be very strange if any computer could not
I have no idea about gift cards, it is something you will need to explore
Have a look at the link I sent for the requirements of Sims

I also sent many other links and you will I am sure know that from those that the last of your new choices is the better equipped
however check screen size, if that is important to you
    15.6 against 17.3
