Cannot access control panel

I have Windows ME installed on my system. Since the past few days I have been unable to access my control panel.I get a message "The operation has been cancelled due to restrictions in effect on this computer.Contact the system administrator". My computer is part of a LAN but only for internet access.The LAN has been operational for quite some time now(atleast 1 month)The latest program I installed is fix-it utilities 4.0.Please tell me how to undo this.

Go to Start>Run and enter: regedit

>> click on the Edit>Find tab and enter: NoControlPanel in the Find field. When you get a "hit" for it, right click on the entry and either delete it or modify the value to 0

>> hit f3 to continue the search (it may be in more than one place)

>> close the registry editor. You may need to reboot for the change to be effective.
