So I cannot boot into windows since it gets stuck at half blue half black screen, if i click enter I see the windows logo for a moment and the problem persists, but if i press esc or leave it for long enough it will reboot into bios... Any ideas?

Insert the Windows setup disc/USB and do a Repair. If you don't have the Windows setup, then you can download and run MS Media Creation Tool to create one.

How to use a Lazesoft Windows Recovery CD or USB device to fix the boot problems if your Windows operating system does not start correctly.

Tried pretty much everything (incl. fixing windows startup, rebuilding bcd) but now i get a different error and i sometimes get "inaccessible boot device" when trying to boot into windows setup usb... I think i have to backup my data and reinstall windows...

Probably means your hard drive is dying.

You did have the usb inserted, booted into the bios & changed the boot order, to boot from the usb first.

Absolutely, but I only managed to get to boot from it when it failed a couple of times and it gave me the option "F9 - another operating system" I have never seen anything so confusing...

But I just backed all my data and reinstalled the whole thing so it works properly now, I think boot files were corrupted, but I dont know ehy nothing worked... Anyways thanks for the help.

Good news, yes strange nothing worked.
Did you leave the bios UEFI/Legacy Mode settings the same?
    Also was GPT/MBR the same?
