Cannot boot, safe to do clean install? XP Pro

    I cannot boot up at all. Get to the message 'sorry Windows did not start properly..." and cannot boot in to any modes at all, just keeps going round and round. I can change settings to boot from CD. Is it safe to buy a new copy of XP Pro or Vista and wipe disc for a reinstall?
    Don't have original CD.

    Obviously you can shop for a new OS (Vista, XP). While you're doing it, you may try a live Linux CD (you should be able to read your hard drive from it).
    Just in case, run a vendor's hd test utility to make sure it is ok. To prevent losing your OS in the future, use a partition imaging program (Acronis, Power Quest).

    The computer I cannot boot is fairly new, but didn't come with discs. I also have a Dell notebook with XP Pro 2 and came with a reinstall disc, can I attempt a rescue with this? or is that illegal. I do have the Product Key no for the computer that won't boot.
