    Cannot install Internet Explorer 11

When checking for updates get the following message "Windows update cannot currently check for updates, because the service is not running. You may need to restart your computer". Restarting the computer does not help!

When running diagnostics, get the following message "C:\Windows\diagnostics\system\networking error code 0x8E5E0247".

The Dell Studio XPS 8100 originally comes with Windows 7 Home Premium or Windows 7 Professional, so I'm guessing you just recently installed Windows 7 Ultimate in it.
What's the exact "service tag" number and/or "express service code" number on yours?

What exactly do you use to install Windows 7 Ultimate in it?
That may be one reason for the issues with Windows update and the services list.

    Studio XPS 8100
Service Tag: FS2PKM1 | Express Service Code: 34349340313
The invoice shows the computer contained "Genuine Windows 7 Ultimate 64 bit English"
I also received a Reinstallation DVD for Windows 7 Ultimate 64
I do not want to do a complete reinstallation, because of the many applications already installed.
When I tried doing a repair using the DVD, it looked like it was going to work, except at the end it said it failed.

Your Dell Studio XPS 8100 desktop was purchased in June 2010 in the U.S.A. and did come with Windows 7 Ultimate 64-bit.

Keep your Windows 7 Ultimate 64-bit reinstallation disc handy, just in case you need it for the following.
Go into the Start menu, then right-click the "Command Prompt" entry, then click "Run as Administrator".
When the "Command Prompt" window appears, type in SFC /SCANNOW, then press the Enter key.
(There is a single space between the C and the /)
Let it run until it finishes checking the file system.
After it's done, advise us what it says in the last line.
Type in EXIT, then press the Enter key.

Have you by any chance been using any registry/file "clean/boost/tune-up/speed-up" type apps?

Windows resource protection found corrupt files but was unable to fix some of them.
Details are included in the CBS.Log windir\Logs\CBS\CBS.Log.
    For example C:\Windows\Logs\CBS\CBS.log

Yes, I made the mistake of using several registry/file clean/boost/tune-up/speed-up type apps
I've learned my lesson well, NEVER AGAIN!!

You have the Windows 7 reinstallation disc, so use it to try to repair/replace the damaged/corrupted files.
Follow the instructions carefully, especially line #3.
    http://www.techsupportalert.com/content/how-repair-windows-7-system-installation-disc.htm

I personally have never had good success with doing a repair, but you may get lucky.
I prefer anyway to do a clean reinstall and get a fresh start.

That's an almost sure way to "wreck" the Windows operating system.

The repair with the Windows 7 reinstallation disc did not work.

Goggling the error code "0x8E5E0247" I found the answer to the problem at http://support.hp.com/us-en/document/c02219204. I downloaded the driver suggested and now all is working. I was able to check for Windows updates and download all those applicable. I was now able to update to Internet explorer 11. The diagnostics now work fine.

The SFC /SCANNOW results stated " Windows Resource Protection did not find any integrity violations"

    Thanks for your help
