cannot convert audio format in Win XP

    Hello, I am running windows XP and am having problems converting the format of wave files. When I run sndrec32.exe and try to convert a wav file from any PCM format (like PCM 8 kHz 8 bit mono) to any other pcm format, it doesn't work. For example: I open goodbye.wav in sound record (sndrec32.exe) and click File > properties. It says it is in format "PCM 22.050, 16 bit, mono". So I press "convert now...", I select "PCM, 44.100 kHz, 16 Bit, Stereo," and I hit ok; but it still says it is it format "PCM 22.050, 16 bit, mono". I need to convert between audio formats so that I can use the files in other programs (I.E. "Tuareg", a music sequencer, requires all wav files to be in PCM, 16 bit, stereo format). Is it possible that I dont have the proper codecs installed? If so, does anyone know where I could obtain them? Thank you for your time, I appreciate any comments or suggestions.
