Cannot Create Restore Point in System Restore

Hello, I've had this problem forever now.

Whenever I try to create a restore point, Windows keeps telling me that it cant, saying

"System Restore Is not able to create a restore point.
Please restart the computer and run System restore again."


I've done this and it doesn't work. I've also checked to see if the Service is running normally, and that is running perfect.

Does anyone know how I can fix this?

Safe Mode doesn't load, my comp turned off while I was on it, now the driver loading list stops at Mup.sys and doesn't do anything from there....

Corrupted Hard Disk or Windows??
Try running chkdsk in recovery console and try a XP Repair

Step 1: Verify that you do not have the highpoint raid driver

To Verify:

1) Open Windows Explorer
2) Navigate to %SystemRoot%\System32\drivers
3) check for the existence of Hptpro.sys
4) If file exists DO NOT proceed to step two, please post findings in this forum

Step 2:If you do not have the mas-storage driver, try resetting system restore back to original settings and files

1) Before proceeding make sure you have your original XP CD
2) Open run dialog box, type the below code and hit {enter}
Code:
rundll32.exe  advpack.dll,LaunchINFSection C:\Windows\Inf\sr.inf
3) When prompted insert your XP Setup CD and follow the on screen instructions

NOTE VERY IMPORTANT! This will delete all existing system restore points

if you have Superantisypware it has an option to repair System Restore, it worked for me

Did that, even used the files off my Windows XP disk, asked for a restart, which it had not done before, yet it still didn't work :(

Disk Defragmenter doesn't work either :(
