Cannot delete folder & cannot Enable Hibernate

I cannot delete an old, unused and empty folder in Document and Settings folder. It always Access Denied, I cannot delete, rename, move and even explore that folder, what should I do?

And I cannot enable Hibernation, it shows "Power Policy Manager unable to reserve hibernate file" as popup head
and the popup says "The process cannot access the file because it is being used by another process." how could I enable?

Your computer will actually run better and have less problems if you turn off the hibernation feature and set the power options to

Always On
Never
