Can you access other secure websites (HTTPS) OK? Like log into your webmail or Facebook accounts?

Have you tried clearing your cookies, temporary Internet files and history?

    If no luck,

Try refreshing your DNS resolver cache by following these steps:

Click Start > Programs > Accessories > right-click on Command Prompt, select "Run as Administrator" to open a command prompt.

In the Command Prompt, type: ipconfig /flushdns

    Press Enter.

If using a router, try bypassing it and connecting directly to your modem with an ethernet cable.

Hi, tried bypassing router, still no luck, contacted my ISP they say is an ebay problem, contacted ebay (not easy) went through the process again of making ebay a secure site, still did not work. They insist they have not changed anything but could not explain why I have not been able to sign in for nearly 4 weeks when nothing has been changed on my laptop.

Maybe one of your security programs is causing this? Have you tried disabling your Norton antivirus or firewall?

Have you tried a different Web browser?

Maybe your IP address has been mistakenly blocked by ebay's firewalls? I would contact them again to have them check for that.

This type of problem can appear when a site has been viewed over a router from more than one computer or application at the same time for a period of time. This activates something in the server software that puts your IP address on a so called "Block List".
