    Hello, My name is Luke.

To host a small garry's mod server for me and my friends i need to forward several ports. This is not the problem that task is simple enough, however it has been complicated by a missing or corrupt default access gateway.

Straight to the Point: I cannot access my routers settings page, to forward the ports.
    Ports i need to forward:

    PROTOCOL / INBOUND / OUTBOUND
    UDP 1200 1200
    UDP 26901 26901
    UDP 27000 27015
    TCP 27020 27039
    UDP 27015 27015
    UDP 27020 27020
    TCP 27015 27015

Moving on, i figure i will just post what i have found so far and any suggestions are appreciated! :)

Your wireless has your public IP address, implying ...

    a. Modem is connected to a router LAN port instead of the WAN (Modem) port; or

    b. You have the router in Access Point (or Bypass) mode; or

    c. The router is defective.

First, thank you for your reply! It is very nice of you to take time out of your day to help me out.

Next, I have more information to share ( hoping that we can come to a conclusion. )

Router Manufacturer: Belkin, Product Model: F5D9230-4 ( Wireless G Plus MIMO Router ) http://en-us-support.belkin.com/app/product/detail/p/365
Note: I use one Tan cat 5 cord to connect the port on my router ( yellow labeled " to modem ") to connect to my modem. my modem has a single port which is labeled ethernet.

Going to continue working on what u said to see if i can come up with anything more!

My router can be reset to factory defualts. I do not know the outcome of this anymore, or what settings this would change. Should i do this?

Continuing on with my thoughts, ( i did not know if this would make a difference )
    - Directly connected to router with cable, run->cmd->ipconfig /all

Also Note: Looking at the front of my router its " Internet Access " LED Indicator appears to be off, even when the lights are off in room it doesnt glow or shine, so possibly the router is breaking... it is old... and wireless G maybe an update is not the worst idea.... but i would like to try to manage with this one

Do you have it connected to a LAN port or the WAN port?

It is not wise to post your IP so the world of hackers can see it.

What is the address of the configuration page of your router? What about the modem?

Have you tried disconnecting the modem and then restarting the router and your computer before trying to access the router?

I would reset the router to factory default settings. If it's in Access Point mode that will be cleared, and if it won't reset properly you'll know it's defective.

Alright, just one last question before i do soo. Will i be able to access the internet through my router if it decides not to reset correctly or is this a risk i need to take?

It's not operating as a router now, so you're not losing much if it doesn't reset correctly.
