When I try to open it a message pops up saying "Your system administrator disabled the display control panel."

So how do I get it enabled?

Are you logged in as the Administrator or are you using a restricted user/guest account? Also, what OS are you using?

And you posted in the Windows NT/2000/XP forum??

Try this: Click Start-->Find-->File-->desk.cpl, and double click on it. Let us know what happens.

Failing that, try the instructions given HERE. Be aware though that mucking up the registry can cause more problems.
