Can't access internet!

    So I came back and turned on my Desktop PC to find I couldn't go on the internet. All other devices connected to it were working, they were connected wirelessly, while my Desktop PC was the main connection. So I was surprised why it wasn't working, and I analysed it and understood it couldn't access the internet connection, and there was something wrong with the PC and not the connection.

    One thing that kept on popping up was something from my Norton Internet Security that said "Unable to start ccEmailProxy". This definitely was linked to the issue, and another thing that popped up was whenever I turned off the computer, before it, a pop-up said "Program Ending, ccSvcHst - End Now?".

    I understand that ccSvcHst is a Norton process that can prevent accessing internet if an error occurs. Therefore, I know that to fix the problem is to uninstall my Internet Security (I was going to update the security with the 2010 version anyway), but I found that I need an internet connection to uninstall it! What?
    Some say that I don't need connection to install it, but I have problem uninstalling it anyway! When I click "uninstall" from Add or Remove programs, it says "Another installer is open. Please wait for it to complete.". I don't say another 'installer' anywhere...

    How do I get my internet connection back? What is preventing it, and how can I solve it!

    The PC of concern has a Windows XP operating system and is an old Dell Dimension 2200 or whatnot.

    Why not download to another computer and transfer with usb stick?
