problem just started today, I have 2 PCs hooked up to a netgear wndr3700 router to a cable modem. All of a sudden I can't get the paypal webpage to come up (internet explorer cannot display the webpage) on either pc hooked to the router wired or wireless (I tried with my iphone and it won't work either on wifi, but connects to paypal using 3g cellular, bypassing my network) I did a search on this site (http://forums.techguy.org/web-email/858146-solved-cant-access-paypal.html) and checked my hosts file and it has just what its supposed to have, identical to the microsoft website, unless I'm not looking at it wrong or something as there is no large list on it. here's a log of one pc, (I also checked the router and there are no blocked sites listed there, but as anything going thru the router is affected I'm wondering how to scan THAT & have yet to try to eliminate it as a possiblilty by connecting a pc directly to the cable modem without it):

Called Paypal and they said a range of ip addresses that included mine has been blocked by them, and they would work to unblock my specific ip address. I reset my cable modem with no effect. I called my service provider and they reset my modem, no effect. I called my next door neighbor, same service provider and they were able to access the site, no problem. I would think they would be in a similar IP address range, but I don't know how that stuff works once the wire leaves my house. Supposedly Paypal is going to have this fixed "within 24hrs" I'll post back if it resolved, but I have my doubts..

paypal wrote back, turns out they didn't block that IP. I did some more poking around and I see that the DNS server address was changed on every pc on the network...no idea how. changed to googles 8.8.8.8 and all is well now
