Can't adjust desktop size

Ok, I installed a new vid card and everything is running good except that the picture seems way too big for my monitor. I've lost a full row of icons as well as my bottom bar containg the comp shut off ect. I'm running windows xp and have tried everything I know to fix it and having no luck. Any idea of what went wrong? I've even tried starting in safe mode but can't seem to get there either. I need help.

Did you install the drivers for your new video card?
If the card has no drivers, you can't adjust screen resolution, and that's what you need to do.
