Can't give "Guest" account admin rights on Vista (to accommodate USB dongle)

    Hi, it looks lilke my modem (LAN and Wi-Fi) has died of old age with over-heating complications. So I got a USB dongle with works on the admin account, but not the Guest account. When I try to change its settings, this is what I get:

    No options whatsoever. This is really frustrating because the admin account was supposed to be my "play" account while the Guest account was supposed to be my "work" account. So I have Google Gears (and an entire database of work connected to the browsers on the Guest account).

    I tried moving my Google Gears files (using a flashdisk, by copying and pasting) from the Guest account to the admin account, but it didn't work. Now I'm on an approaching deadline and I can't access Google Gears from browsers on my Guest account because my USB dongle won't work on it. What can I do to make the dongle work on the Guest account?
