Can't Install Frontpage 98 On XP

I am trying to install Frontpage98 on my XP computer so that I can then install the 2002 upgrade, but I keep getting error message number 5, whatever that is. I have tried installing as administrator and that did not help, either. what am i doing wrong?

i have moved to wed design and development - maybe a better forum - if we do not get other replies - we can move again to business applications

i think the issue is
Error 5 = memory access violation "Access Denied"
and FP98 will be looking for a IIS service - and I dont think XP Home supports that - although I have seen contradictory information about that

also a firewall like norton, can cause issues - what firewall do you have ?

when you upgrade - can you just install the 2002 upgrade and when asked for the previous version pop the FP98 disk in

any particular reason you want to use frontpage specifically
