Can't Install Microsoft Installer

    Long Story. Blinking monitor was a graphics card going out. In the mean time many ideas resulted in my reinstalling my OS Windows XP Professional Service Pack 2. Removing all Norton Systemworks 2006 Products, removing Panda Titanium (anti-virus and etc installed after Norton removed.), Upgrading Chip Sets, Installing a ATI Radeon 9550 GRaphics card. My internet did not work for awhile but now does again. I also updated through windows update and all installed correctly except Windows Installer 3.1. Several tries it still fails.

    In reinstalling Norton Systemworks it says the installer I have isn't working properly. Yet I cannot seem to get the correct one to install. I did follow Microsoft's "Reinstalling the Microsoft Windows Installer" instructions to the letter for my OS. (Document #: 2001112111324439) last modified 3/27/06.

    Any other ideas? Thanks for your help.
