Can't open any windows apps, including settings

Currently i cannot open any windows 10 apps, including, settings, mail, games store, etc.

Ive tried rebooting several times, SFC scan, nothing seems to fix the issue.

You can try open powershell as administrator and then reinstall and re-register all the Windwos apps:

Get-AppxPackage -allusers | foreach {Add-AppxPackage -register "$($_.InstallLocation)\appxmanifest.xml" -DisableDevelopmentMode}

reboot system

I tried this and then got this error;

Add-AppxPackage : Deployment failed with HRESULT: 0x80073CF6, Package could not be registered.
error 0xDEF00106: Cannot register the Microsoft.LockApp_10.0.17763.1_neutral__cw5n1h2txyewy package because the
following error was encountered: <Error message string not found>. Verify that the package's 'resources.pri' file in
the package is valid.
NOTE: For additional information, look for [ActivityId] c0f505b7-cee3-0007-923a-f5c0e3ced501 in the Event Log or use
the command line Get-AppPackageLog -ActivityID c0f505b7-cee3-0007-923a-f5c0e3ced501

There are few options left:

Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

If the above command doesn't work, create a new local account in windows and switch to it, then see if apps work there:

If not you can use one of the recovery options to revert system to previous state when this problem was not present:
