Can't open Javascript links

When I try to open a Javascript link or open any link other than one that has a specific page addressI get a new window but nothing materializes beyond that. It also does not appear that the system is even working on it - just a blank new window. I have Java installed. Pop ups are not blocked.

This computer is running Windows XP.

Close all programs then: Start> Run.
Type regsvr32 urlmon.dll and then click OK.
When you receive the DllRegisterServer in urlmon.dll succeeded message, click OK.
Reboot your computer. If that doesn't help:
Try IEFix Utility.

Thank you. I tried the first suggestion which said it was successful, but upon reboot the problem remained the same. I got the second suggestion to work up until the point where it said Internet Explorer 7 was not supported. Is there something out there for version 7?
