It sounds like the email server for your internet service provider(ISP) may temporarily be down.

Are you able to go on-line and load webpages?

    ------------------------------------------------------------

Go to Control Panel - Programs And Features.

Select the Microsoft Office 2003 entry in the list, then click "Change".

    Select the repair option.

Note: If you've deleted the Office installation files from your computer, you'll probably be asked to insert the Office disc.

Have you attempted the repair option that I suggested?

I'm not there to see how you have Microsoft Office Outlook 2003 set up and configured, so you probably need some "hands on" help by someone who's computer-knowledgeable.

I use Outlook 2003 with Windows XP and Vista and 7 for sending and receiving email, and it works just fine for me.
