If Photoshop 2019 or earlier, hold down [Ctrl]+[Alt] keys during launch to set a new scratch disk. You can tweak scratch disk settings in the Preferences > Scratch Disks section.

I see multiple problems in your log with YOUR HP 15-dw1083wm Notebook PC which was purchased in December 2020(still under warranty) and came with Windows 10 Home in S mode.

It has a weak Intel Pentium 6405U 2.40 GHz dual core processor.

It has only 4 GB of DDR4-2400 MHz RAM.

It has a small capacity 128 GB(119 GB actual capacity) M.2 solid state drive which is about 96% full.

It's using a third-party antivirus app - McAfee LiveSafe.

To add to Frank's notation of your computer, specifically the hard drive:

adobe.com said:
A scratch disk is a hard disk drive or SSD used for temporary storage while Photoshop is running. Photoshop uses this space to store portions of your documents and their history panel states that don't fit in the memory or RAM of your machine.
Also on Adobe's site it shows that minimum hard drive space for a scratch disk is 6GB. Since you have 5GB currently available, I suspect that's the reason you are getting this error. You would need to remove some apps, or get a bigger drive / external drive to alleviate the free space. If possible, try to upgrade the memory too.
