can't open windows

I am trying to get into my computer and this is what reads
file is missing or corrupted C:\WINDOWS\HIMEN.SYS
Type the name of the command interpreter.... then next line
starts with a c prompt... this is my grandaughters computer.... can't play any games...... and it is a snow day..... Help patty

the computer has windows 98 on it if that makes a difference
