    This is bizarre.

I'm trying to persuade my browser to connect with www.piratour.net. It times out and fails to find it.

I try on my phone using the home wi-fi - same result.

I switch off my phone wi-fi and try with data. Success!

This happens on the PC with both Firefox and Edge.

I open a command window and try ping www.piratour.net. Nothing, however the screen tells me immediately that the ip address is 167.250.5.29 .

I have spent quality time with my ISP (Plusnet in the UK). The man tried that address from his own machine - no success.

I have tried changing the DNS servers (my idea). No luck.

The fact that the service guy also couldn't reach it suggests that the problem is somewhere way outside my setup.

    I would appreciate any thoughts.

What modem and/or router do you have?

Go to Command Prompt and do these commands:

    nslookup piratour.net

    tracert piratour.net

once completed, do a CTRL+A then Enter and paste the results here.

OK. The last hop (11) should have been where the web server should have been:

    19 187 ms 187 ms 187 ms gigared.miami19.mia.seabone.net [89.221.41.131]
    20 188 ms 188 ms 188 ms 190.183.59.78
    21 189 ms 188 ms 188 ms nb29.servidoraweb.net [167.250.5.29]

So most likely in this case, the web server is blocking connections from your ISP, or maybe because of the high ping time (230+ms). Easiest test is if you know someone with the same service as you and have them try the website.
