i have a Toshiba hard drive and i connected it to my laptop then a pop-up shows saying 'USB not recognized'. i looked in the device manager and all i could see was an unknown device, i also tried looking in disk management and i couldn't find the drive. i tried uninstalling and then re-installing but still couldn't find the driver. is there anything else i can do?

What are you using to connect the HDD to the computer? Are you sure the drive is good?

It could well need more power.
A lot of USB powered drives need the maximum power as defined by the USB standard. Not all ports can supply the maximum, especially as that maximum is shared across the ports on the same controller.
Most external drives have a socket for extra power and you can get mains power supplies with the correct specs.
I believe that an Ipod charger works, but check that.
