Can't Recover Deleted Files

On one of my laptops I recently upgraded from Vista to Windows 7. Usually when I upgrade it automatically creates a Windows.Old folder in my C Drive where I can access all my files from before the upgrade. But this time there was no Windows.Old folder. So I downloaded and ran a file recovery program...it found 0 old deleted files. I ran that same program on a different laptop and it worked fine. So where could the deleted files have went and how can I access them?

Upgrades do not delete any files. They would be in the same location as they were when you left them.

If you did not upgrade, but installed a fresh copy of 7, the files are most likely underneath the OS and lost. The installation of the OS uses about twice the drive space that the final installation uses, so everything would have been written over.
