Can't run any programs?

On my parent's computer, they had a virus, I believe it was Total XP Security. I went into Safe Mode with networking to try and remove it, but it showed up in safe mode and prevented me from using IE. I renamed the IE .exe and it still wouldn't let me run it.

I then restarted the computer, and I no longer see the virus (Total XP) icon in the taskbar, however, when I try to run a program (Command Prompt, Adobe Acrobat, IE), it says choose the program you wish to open this file with. I'm trying to access the internet and I choose IE (after renaming the .exe back to it's original name), IE opens for a second, immediately closes IE and asks if I would like to run/save this file, with the name iexplore.exe from Program Files\Internet Explorer. I run it, and it takes me back to the choose a program list, it's just a loop. I click save, tried saving it to some directories and running it again, even from the saved directories and it puts me back at the select a program list.

I've tried the steps listed here ( which are run cmd, but that still has me ask for what program to open with and tried pasting a fresh rundll32.exe into system32.):

Sorry if this all sounds confusing, I'm feeling a little helpless and out of my league with this virus/problem. Any help would be great.

Go to the link below and scroll down to line 12 (left column) and click on "EXE (lnk and regfile) Fix for Windows XP" to download a reg file fix. Save the REG File to your hard disk. Double click it or right click it and choose "merge" and answer yes to the import prompt.

If you can't run the file do the following:

Press CTRL-ALT-DEL and open Task Manager. Once there, click File, then hold down the CTRL key and click New Task (Run). This will open a Command Prompt window. Enter REGEDIT.exe and press Enter. Once regedit is open click File>Import and locate that reg file fix, hilite it and click Open.

Note: If you can't access the Internet with the problem computer use another computer to download the reg file fix onto a CD, thumb drive, or floppy and transfer the file to the problem computer.

After that .reg file is merged into the registry successfully restart your computer.
