Can't send from OE on new account

I have added a new email account to Outlook Express.

I have checked and double checked the settings (the port is correct 2626) and I am getting this error message

An unknown error has occurred. Subject 'Test message', Account: {******deleted by me ****}, Server: 'mail.{deleted by me}.com', Protocol: SMTP, Port: 2626, Secure(SSL): No, Error Number: 0x800CCC0B

I have done a Google search and also on the forums here and not found anything that works. I have set this same account up in Live Mail with the same settings and it works perfectly. I can also Telnet to the mail server without problem. It therefore seems to be an OE problem.

Anyone any ideas?
