Can't Set BIOS boot device

Hello all, I am trying to set the boot device for a thinkpad T23. Nothing is password protected. When the BIOS setup CDROM is top, with no + next to it, and followed by hardrive and them removable. HD and removable does have a + next to it. CD is bootable, why won't the thinkpad boot from the CDROM? thanks

how old is this ThinkPad T23 some of the reason that a computer can stop booting from a cdrom can be bios are to old the cdrom is not working properly or the cd or DVD you have inside is not bootable

ITs only like 3 years old. The cd is bootable, cdrom is working fine, perhaps its a bios upgrade. Seems odd as I just installed xp on a like 8 year old gateway solo, no bios upgrades or nothing and it booted fine from that cd rom. Any other suggestions?
