Ok here is what I have done so far:

Checked internally to make sure the cable is plugged in correctly.
    Checked CD-Rom Jumper settings.
    Upgraded Firmware for CD-Rom
    Upgraded Drivers for CD-Rom
The CD-Rom works fine on other systems, so I know it works.

However, when you put a cd in burned or manufacture (music or data) it makes the computer reset...and it will continue to reset after the bios is done loading.

So I am thinking it is a setting in bios, but I have no idea where to start.

How large is the power supply?

You know I never even thought of that. I took it out of a smaller case and put it in a big server case. It still is only powering mb/processor/harddrive/fans/cd-rom...that would be the only thing left though.

    It is 250W I believe maybe a 300W...Can't remember without looking...Probably 250W though.

That's where I'd be looking, however, if you boot with, say a boot disk with cdrom support, will it spin up in dos mode and allow you to see a directory on it?

Ok, how about an operating system install cd? Will it attempt to install when you start the machine with one in the drive? Boot order may need to be changed to cdrom first.

Nope. Starts to reboot no matter what. As soon as a cd is inserted starts to reboot.

Before you start to wonder, I partitioned the harddrive to install windows.

Last idea before demanding you try another power supply :D

Try a different power connector and/or, disconnect the hard drive and see if the OS cd will take over.

I guess I am trying a different power supply. Thanks for the help though.
