    My Windows 8.1 just can't run command.com with administrator rights, what's wrong I like to find out, cause this is not the 1st time, all the previous I just think that it got virus so I format it and reinstall windows, its alright then, but when I need it then it can't go in with Admin option? Please help

    Use "cmd.exe" instead.

    When you right click on the Start button and then click on "Command Prompt (Admin)" what happens? It should open an elevated Command Prompt.

    It just doesn't do anything that's all

    Click Start, then type CMD, but don't hit enter or click on anything.

    In the start menu, you will see "cmd.exe" - RIGHT-CLICK on that, and choose "Run As Administrator". If your account already has administrator rights, you will just have to click "Yes" on the next screen. If not, then you will have to enter the username and password of an account that does have administrator rights.

    Now you should see a command window open up that says "Adminstrator: Command Prompt" at the top.

    Already tried that and it don't work, cause it just go back to main Win screen like I did not do anything, and I don't really want to refresh cause it put me back to Win 8 & I'll have to start over again

    what do you mean it puts you back to windows 8? I don't really get that one clear?

    Have you turned off UAC by some chance
    When UAC is off in W8/W8.1 then you can get a situation when elevated command prompts won't work and it silently fails

    make sure UAC is set to middle position

    My UAC is set 2/3 of the way up, should I set 1 notch lower (which is not recommend)

    No, that is the recommended setting. What I was concerned about was whether it had been turned off completely which can cause this problem
