Comp keeps rebooting to boot screen/safe mode doesn't work

My computer encountered an error somewhere. Now when it reboots it goes directly to the boot screen. I tried to fix it from Safe Mode, but oddly, Safe mode doesn't work. It just reboots and goes back to the boot screen again. Every time. Can you help me?:

Well, My guess is that this should be in an actual OS thread.
Anyway, alot more info would be of great help.
What were you doing just before it rebooting?
What did you last install prior to this issue?
Are you the only person that uses the computer?
Was it acting up prior to the rebooting?
Any abnormal noises from the machine?
Any and ALL info is helpful even if you think it's irrelavent.

Actually it's a comp I use at work. Someone deleted some printers on a shared network. When they restarted it, it hung in the Welcome Screen and then I manually shut it off.
When it rebooted it came to the boot screen and from there, I couldn't get the safe mode option to work to fix the problem.
It actually started when he removed some printers. Could I have messed it up when I manually shut it down? Thanks.

didn't get it, how about like what OS is it and any updates it may have. like you just said- as much info as you have. thanks.
