Compaq presario co61

    Had to default my laptop now when it starts to load windows
    says starting windows setup is preparing computor for first use
    welcome message comes up then says windows could not complete installation,.to complete restart the installation
    i press ok and goes over again starting windows

    What's the part/product number(P/N) on that Compaq Presario laptop?

    You appear to have a CQ61 series model, so we need to confirm which one you have.
    There should be a dash and additional characters after CQ61.

    In addition to what my colleague has asked for - one of the causes can be external devices connected
    disconnect all

    Also ensure there are no cards in the card reader slot if it has that

    as here from the HP recommended procedure
    Disconnect all connected devices and cables such as Personal Media Drives, USB drives, printers, and faxes. Remove media from internal drives, and remove any recently added internal hardware. Do not disconnect the monitor, keyboard, mouse, or power cord .

    Of course monitor keyboard and mouse will not apply in the case of your laptop
