Computer does not recognize hard drive

I just built a new PC. I have a solid state sandisk for my OS, but for my main storage, I bought a Toshiba DT01ACA300 3TB Sata3 7200RPM 64mb hard drive. I hava it (the Toshiba) plugged into the power brick as well as the motherboard, but my computer doesn't see it. Windows does not recognize it in the disk manager window, and the motherboard doesn't recognize it in the BIOS screen. Whenever I power on the computer, the hard drive gives 6 sequential quiet buzzes. Is this a bad hard drive? Or is there something I'm not doing?

UPDATE: The drive shows up in disk management, but when I try to initialize it, it says "Incorrect function".

You don't say what version of Windows you installed or if the "new PC" is really older parts; but, BIOS' older than about 2013 will hate a 3TB drive and XP will, too!
