When you first turn on the computer, it will state at the bottom of the screen what key to press to enter setup. That's the key to press.
If you aren't quick enough and Windows starts loading, wait until Windows has loaded completely then select reboot and get ready to press the correct key.
I have a LiteOn I bought years ago because two of our netbooks have no optical drive and an old All-in-One computer only has a CD-ROM drive.
What ever you decide to buy, look for reviews for that model and make sure it has a Y-connector for power because 1 USB port is not enough to supply power to burn things.
The next thing to do which is harder is to take the computer apart and check the cable connecting the optical drive to the motherboard or simply replace the cable. Also be sure to check that the power connector between the optical drive and the motherboard is firmly attached at both ends.
I must say that Plodr exhibited an exceptional use of visual aids in this thread.
