Computer experiencing hangups/stutters

Hi there! I appreciate any input. My setup has been experiencing performance hiccups regularly. When running a GTX 2070 super black, the computer will freeze/crash. When running the AMD card I have in there now I just experience hiccups and stutters every few seconds. Any thoughts on where my issue lies? This happens with no applications running.

What are your temps and voltages; specifically cpu temp, 12V, 5V, and 3.3V values? Post these twice. Once under a normal load and again while running a stress test. Use one of the following for the stress test; prime95, OCCT, or Realbench [all free downloads] Let the stress test run for at least two min to stabilize temps/voltages before taking the screenshot.
Use the asus monitoring software to access the temps and voltages. Here is a link to the support page for your board;

The software is AI suite. Note there are usually a number of programs in the suite. The one you want is dual intelligent processors. Post screenshots of the monitoring program here and not a link to a third party site.
